You need a sim in the phone to get the MEP2 prompt. If your phone is already unlocked (look at what it says to the right of network in the SIM card menu), you wont get a prompt. If your "network" = "Disabled" the phone is unlocked. Disabled = Unlocked Active = Locked Blocked = Not unlockable (all attempts have been used) You can use any SIM card to do the Unlock.
